    Universal Voting Protocol Tweaks to Make Manipulation Hard

    Voting is a general method for preference aggregation in multiagent settings, but seminal results have shown that all (nondictatorial) voting protocols are manipulable. One could try to avoid manipulation by using voting protocols where determining a beneficial manipulation is hard computationally. A number of recent papers study the complexity of manipulating existing protocols. This paper is the first work to take the next step of designing new protocols that are especially hard to manipulate. Rather than designing these new protocols from scratch, we instead show how to tweak existing protocols to make manipulation hard, while leaving much of the original nature of the protocol intact. The tweak studied consists of adding one elimination preround to the election. Surprisingly, this extremely simple and universal tweak makes typical protocols hard to manipulate! The protocols become NP-hard, #P-hard, or PSPACE-hard to manipulate, depending on whether the schedule of the preround is determined before the votes are collected, after the votes are collected, or the scheduling and the vote collecting are interleaved, respectively. We prove general sufficient conditions on the protocols for this tweak to introduce the hardness, and show that the most common voting protocols satisfy those conditions. These are the first results in voting settings where manipulation is in a higher complexity class than NP (presuming PSPACE ≠\neq NP)

    Chemical NOx budget in the upper troposphere over the tropical South Pacific

    The chemical NOx budget in the upper troposphere over the tropical South Pacific is analyzed using aircraft measurements made at 6-12 km altitude in September 1996 during the Global Tropospheric Experiment (GTE) Pacific Exploratory Mission (PEM) Tropics A campaign. Chemical loss and production rates of NOx along the aircraft flight tracks are calculated with a photochemical model constrained by observations. Calculations using a standard chemical mechanism show a large missing source for NOx; chemical loss exceeds chemical production by a factor of 2.4 on average. Similar or greater NOx budget imbalances have been reported in analyses of data from previous field studies. Ammonium aerosol concentrations in PEM-Tropics A generally exceeded sulfate on a charge equivalent basis, and relative humidities were low (median 25% relative to ice). This implies that the aerosol could be dry in which case N2O5 hydrolysis would be suppressed as a sink for NOx. Suppression of N2O5 hydrolysis and adoption of new measurements of the reaction rate constants for NO2 + OH + M and HNO3 + OH reduces the median chemical imbalance in the NOx budget for PEM-Tropics A from 2.4 to 1.9. The remaining imbalance cannot be easily explained from known chemistry or long-range transport of primary NOx and may imply a major gap in our understanding of the chemical cycling of NOx in the free troposphere.     Best experienced payoff dynamics and cooperation in the centipede game

    We study population game dynamics under which each revising agent tests each of his strategies a fixed number of times, with each play of each strategy being against a newly drawn opponent, and chooses the strategy whose total payoff was highest. In the centipede game, these best experienced payoff dynamics lead to cooperative play. When strategies are tested once, play at the almost globally stable state is concentrated on the last few nodes of the game, with the proportions of agents playing each strategy being largely independent of the length of the game.     EvoDyn-3s: A Mathematica computable document to analyze evolutionary dynamics in 3-strategy games

    EvoDyn-3s generates phase portraits of evolutionary dynamics, as well as data for the analysis of their equilibria. The considered evolutionary dynamics are ordinary differential equations based on adaptive processes taking place in a population of players who are randomly and repeatedly matched in couples to play a 2-player symmetric normal-form game with three strategies. EvoDyn-3s calculates the rest points of the dynamics using exact arithmetic, and represents them. It also provides the eigenvalues of the Jacobian of the dynamics at the isolated rest points, which are useful to evaluate their local stability.     Large-scale distributions of tropospheric nitric, formic, and acetic acids over the western Pacific basin during wintertime

    We report here measurements of the acidic gases nitric (HNO3), formic (HCOOH), and acetic (CH3COOH) over the western Pacific basin during the February-March 1994 Pacific Exploratory Mission-West (PEM-West B). These data were obtained aboard the NASA DC-8 research aircraft as it flew missions in the altitude range of 0.3–12.5 km over equatorial regions near Guam and then further westward encompassing the entire Pacific Rim arc. Aged marine air over the equatorial Pacific generally exhibited mixing ratios of acidic gases \u3c100 parts per trillion by volume (pptv). Near the Asian continent, discrete plumes encountered below 6 km altitude contained up to 8 parts per billion by volume (ppbv) HNO3 and 10 ppbv HCOOH and CH3COOH. Overall there was a general correlation between mixing ratios of acidic gases with those of CO, C2H2, and C2Cl4, indicative of emissions from combustion and industrial sources. The latitudinal distributions of HNO3 and CO showed that the largest mixing ratios were centered around 15°N, while HCOOH, CH3COOH, and C2Cl4 peaked at 25°N. The mixing ratios of HCOOH and CH3COOH were highly correlated (r2 = 0.87) below 6 km altitude, with a slope (0.89) characteristic of the nongrowing season at midlatitudes in the northern hemisphere. Above 6 km altitude, HCOOH and CH3COOH were marginally correlated (r2 = 0.50), and plumes well defined by CO, C2H2, and C2Cl4 were depleted in acidic gases, most likely due to scavenging during vertical transport of air masses through convective cloud systems over the Asian continent. In stratospheric air masses, HNO3 mixing ratios were several parts per billion by volume (ppbv), yielding relationships with O3 and N2O consistent with those previously reported for NOy

    C-IPS: Specifying decision interdependencies in negotiations

    Abstract. Negotiation is an important mechanism of coordination in multiagent systems. Contrary to early conceptualizations of negotiating agents, we believe that decisions regarding the negotiation issue and the negotiation partner are equally important as the selection of negotiation steps. Our C-IPS approach considers these three aspects as separate decision processes. It requires an explicit specification of interdependencies between them. In this article we address the task of specifying the dynamic interdependencies by means of IPS dynamics. Thereby we introduce a new level of modeling negotiating agents that is above negotiation mechanism and protocol design. IPS dynamics are presented using state charts. We define some generally required states, predicates and actions. We illustrate the dynamics by a simple example. The example is first specified for an idealized scenario and is then extended to a more realistic model that captures some features of open multiagent systems. The well-structured reasoning process for negotiating agents enables more comprehensive and hence more flexible architectures. The explicit modeling of all involved decisions and dependencies eases the understanding, evaluation, and comparison of different approaches to negotiating agents.
